A project is often characterised by the following features: it is unique, it has a definite start and a definite end (Fox, 2008). Of notable concern is the fact that there are quite numerous factors that can contribute to the success or failure of a project. Guru (2008, p.1) states that “De Wit (1988) and other writers distinguish between project success (measured against the overall objectives of the project) and project management success (measured against the widespread and traditional measures of performance against cost, time and quality).

” On the other hand, Heerkens (2001) suggests that the effectiveness and quality leadership styles of the project manager can greatly contribute to the success of the project. In this particular context of the project plan, re-admittance to the program is a measure of successes, not failures (Meredith & Mantel, 2012, p. 445). Therefore, the project plan seeks to outline various elements that should be taken into account in order to execute the project successfully. Project definition The project plan mainly involves the measures that can be implemented in order to collect effective data from the clients in order to meet governmental guidelines within their grants.

The project mainly deals with information gathering strategies that can be implemented by the agency in order to ascertain the steps that can be taken so as to ensure that all activities are within schedule. Information gathering about the clients going to take part in the project is a process which ought to have a definite start and end. This involves aspects such as identifying the type of information to be collected, the subjects to contribute in this information gathering process as well as the method going to be used to collect the information from the targeted people.

In this case, the participants will involve the youths between 18 and 24 who require counselling for drug problems. These people should have been arrested for crimes related to drug abuse and the initiative to counsel them is regarded as a restorative measure that is designed to rehabilitate them so that they can fit in the society again. Timeline As already mentioned above, a project is time bound since it has a definite start and end period (Fox, 2008). This project schedule has been conceived in December 2013 and it should be operational by June 2014.

The project schedule for this drug counselling program should follow specific steps and it should be complete by a certain period. Identification of the participants who will provide information is likely to take about four weeks. The participants will be vetted using specific measures to see if they belong to the category of the people who should be involved in the counselling program. The screening process is likely to take another three to four weeks since this requires careful effort in order to avoid the trap of including people who do not deserve to be part of the program.

The other important consideration that ought to be taken into account is related to the aspect of designing the questions as well as method that can be used to extract the much needed information from the participants. In order to draft this vital information, it is
